Did you buy the glass used or brand new? If brand new, they do not glow like older ones do but will eventually once broken in and have a few miles on it. Even then its usually best to replace in pairs for uniform look . Thats why most go LED.
Check your power supply for voltages and resistors in the high voltage section , main offenders are the 39k ohm ones. If they are bad or failing the display will never light properly.
Check all prior work. Make sure the solders are good and clean and if a new display was soldered in look closely at the leg solders...
