Bally Elektra worked for years then blew the 4 amp fuse on the rectifier board assembly (AS-2518-54) repeatedly. Since the board was in bad shape, replaced the entire board with a new one. As soon as I powered it back up, blew the same fuse. Logic tells me to swim upstream and replace the transformer (AS-3071-2). Does this seem like the next logical move?

I think the power is coming from a bridge rectifier or 4 diodes to that fuse.
    Test those .

Don't replace the transformer, something downstream from the fuse is overloading it and causing it to blow.

As wariodolby said, first test the four diodes at CR5, CR6, CR7 and CR8 on the rectifier board if any are short circuited.

If you don't have a multimeter or don't know how to test diodes then with the machine off, disconnect the J3 connector from the rectifier board in the base of the cabinet and replace the 4A fuse at F3. This disconnects the circuit downstream from those diodes.
If the fuse blows on powerup, the problem is one of those diodes. If the fuse does not blow, the fault is even further downstream at the solenoid driver board in the backbox.

Since F4 blew before you replaced the board the problem is downstream as Quench suggests, First thing you need to do is look at the schematic and determine what does F4 do.

    Hint.......

    Give up? .....

F4 is for the 43v solenoid bus. You probably have a blown coil on the playfield. Unplug the playfield connector from the PS and see if the fuse blows. If not start checking all the playfield coils.

What if it does blow? I'm trouble shooting a different machine and seems to be the same problem, solenoid fuse blew out of nowhere and now blows every time the game is powered up.

Do you have a 4A circuit breaker? This sounds like a decent amount of searching and I'd rather click a switch every time it pops instead of replace the fuse. Might pay for itself in the first few minutes.

Not that im aware of it's on a Caribbean Cruise (gtlb sys3) and it's blowing an 8a fuse

You can narrow it down by unplugging the other connectors but generally speaking if f4 blows right away on power up it's probably a shorted bridge.
