If I remember correctly the solenoid expander (with the lightbulb) switches between the top PF and the lower PF.

And the solenoid expander is controlled by a thyristor on the lampdriver. And it is wired via connectors on the lampdriver which are quite often damaged (solder cracks).

What does it do during the lamptest?

And the cloud is probably controlled from the aux. lampdriver. That can be connector problems as well.

The triacs almost never fail in my experience. However the triac driver (the small PCB's which look like a solenoid expander without a relay) can of course fail. Try resoldering those boards as well.
