Quoted from harryw:

Question One: What is the correct name for the spinny-thing?

"Spinny thing" is fine, though some refer to it as the score motor. It will spin and spin if something is not resetting and I'm betting that one or more of the drops did not.

This site has a ton of great info about EMs and should be bookmarked: http://www.pinrepair.com/em/index1

It looks like the last scoring reel has got a problem.

That sounds like the problem. If it does not reset, the score motor will run and reset will not complete.

There is a section in the guide about drops, but it doesn't seem to be the problem. What you can do is manually trip each (just give a poke like it's ball hitting) and make sure they all reset fully, ie-come all the way up.
