I have saved quite a few Bally MPUs over the years. However, replacing sockets will lead to traces being pulled up and damaged. Be careful. If I were you, I would start by depopulating that board with any socketed chips and cleaning very well with alcohol. If someone did previous work, clean the areas with acetone and then give it an alcohol bath (with scrub brush). Rinse and let dry. Start easy first.
