When you turn it on, what indication does the diagnostic LED on the CPU board give? A normal boot up will give you 7 flashes of the LED. Power up and watch the LED and post back the result. We can help better with this information.

Is that my next troubleshooting step
No way... That's the easy way out
We go for repairs (as long as you're patient and willing to do trial and error).
Next thing to check is the connectors on the CPU and the Power Supply / Driver board for any bad solder connections (see image below. The red circled images are examples of cold solder joints).
The other thing you may have is a bad connector / pin. Do any of your connectors have burned looking spots? Any that get hot after being on for a period of time (connectors that get hot will eventually give you problems).
