Another Pinsider had a similar problem. Turned out to be bad SEB and J3 on lamp driver was upside down, or off by a pin. His SEB relay was missing the plastic cover so oxidation took it's toll.
I have worked on many of these EBD's, 3 restos so far. Many times, the coils are replaced with the wrong type on the SEB controlled coils.
I would first verify all coils in the game, even the 2 lug coils. Match numbers to manual. Pull the apron and check that one too. Also check the wiring for each one. The SEB has 3 circuits for each side of the relay depending on what the MPU is telling it to do. So verify pin connection on lamp driver J3. J3 pin 11 should have a blue wire going to it. Check SEB J1 headers. Look for cold solder joints or solder bleed from pin to pin possible from previous work done. Assume anyone that has worked on any pin was a complete moron. Only in the hobby for 13 years and I have seen many hacks. People stop at nothing to get/keep a game to work!
Which version of EBD are you working on? Post pics of SEB and the lamp wiring beside it. I have seen that hacked as
