Verify all coils on the solenoid expander circuit are of the two diode variety. That would be the outhole, 1 ball, 2 ball, saucer and both drop target bank reset coils.

If any of those was replaced with a single diode coil you could experience the problem you're having.

It could. Only takes one wrong coil to cause problems.

If you verified all the coils controlled by the solenoid expander have two diodes then I would go ahead and replace Q14 and diode CR14.

These two components drive the 2-ball and the inline bank reset and have probably been overstressed.
