The playfield picture on IPDB shows the switch linkage hole for the right side spinner so yes it looks like that right spinner is part of this conversion.
From what I've heard most of these Geiger conversion kits for Bally games actually used Gottlieb playfield mechanisms.

You've most likely got a bad connection on one of the solenoid select signals from the MPU board to the solenoid driver board.
If you go into more detail as to exactly which coils activate correctly, incorrectly or not at all I can pinpoint the signal connection - ultimately you'll need to reterminate a pin at a connector.
