They will flash when you get the extra ball or special, when you get the stop and score jackpots during multiball, at the end of really long bonus countdowns... might be a few more...

Have the large white resistors near the flashers either fallen off or have bad solder joints?

Also sometimes the flashers are in pairs and both have to be good for them to work
