If that doesn't work, there is usually a 1N400(X) diode on the reverse side of the board that will correspond to the lamp. These can go bad.

Just follow the trace from the solder pads. One of them will lead you to a diode leg.
Did you check continuity from the pad to the leg of the diode? Also, sometimes diodes test good when they are not. I would replace D3 for peace of mind. 5c part and easy to do.
