Is there anyway to replace the bulb under the stakeout ramp without removing all the ramps? Seems impossible to access

I keep having issues and can use some help. Balls occasionally won't fire from the left shooter during air raid or when the balls enter during multi ball . I have read this is related to the judge drop targets. I have also read this is a known bug, and is normal.
Assuming this is not a bug. My drops targets are fine. So why is this still an issue?
