Well it seems like you have a deadworld mod installed. That itself isn't anything special.
You can look at what kinds of plastics are on your JD, I believe the prototype had an actual sniper at the sniper tower, where the production just have an aim.

Hitting the left stand up target when flashing during Blackout mode is supposed to add a ball and start three ball play. I have not seen this happen. I only get extra ball lit after completing the correct number of lit crime scenes. Does anybody know if these features are dependent on any particular ROM? I am running L1AT with the deadworld mod.
Im sure that during Blackout, if I hit the '?' target, I get awareded the 10 mil Blackout Jackpot.
