Can you confirm the name of which relay is engaging? There are a few in there related to the doodling

0.51 ohms? That doesn't sound correct. Iirc mine measures around 50 ohms. Note that there's a 500ohm ceramic resistor in parallel with the magnet, so you need to disconnect at least one side to get accurate measurements. I'd desolder them on one end and check the resistor and magnet individually, with the power off.
Also, of course, check the fuse, and make sure the fuse holder is tight. The ones williams used can often lose tension over time.
With the magnet disconnected you can also check the resistance through that whole chain of relay contacts, from the right side of the fuse to the left side of the doodle bug relay contact (purple wire). When holding the doodle bug relay closed like in your pictures, you should be getting under 1-2 ohms through that chain.
As MarkG says, the magnet runs on AC. When the doodle bug relay is activated, you should get 110VAC across the magnet
