Here is the hold circuit for the D. B. Relay check the contacts ( clean / adjust ) for faults.

The D. B. Rollover activates the pulse relay and releases after it happens ( momentary contact ) and opens the N. C. contacts at the 120 volt D. B. Coil seen here and should go back it's normal state once its pulsed.
