Doodle Bug Voltage Issues

Working on a DB project--my first EM. Playfield switches are working, but there are problems with some score reels not going back to 0 and there is no GI at all. Looking at the paper tags, a friend with EM experience measured voltages at the fuses right next to the transformer and found these puzzles:

Top fused line should be 6V, but meter reads 31.4V
Next fused line down should be 6V, but meter reads 31.5V
Next fused line down should be 24V, but meter reads 12.3V
Bottom fused line is line voltage (110V), and meter reads correctly

Any ideas that would explain the above voltages, and would they have anything to do with the GI issues?

Take the fuses out and measure from the Yellow wire on the transformer to the Black&Yellow&White wire. You should see 24V there.
Measure from the Yellow wire on the transformer to the Green&Yellow&White wire. You should see 6V there.

The GI light circuit is simple. See the attachment.

I think you picked the wrong voltage reference. See below

In case it is not clear, hook one lead up to the yellow wire on the transformer and the other to the fuse for the first 3. Hook one lead up to the black wire way in back and the other to the fuse for the last one.

They should read

29 (I might be high tap)
110 (120, whatever your wall is)

We have GI! Cleaned and adjusted the lock relay, bending a suspicious switch to ensure better contact, and GI came on. Still some troubleshooting, but this is a big move forward. Next step--clean and inspect every switch. Proper testing showed the transformer is just fine. Thanks to Howardr and Newmanjtn for the extremely helpful replies!
