There's not much to the Ball Count Step Up solenoid circuit:

Have you had a good look at the Score Motor Impuse switch? The Ball Count should step up in evenly spaced steps over time since the impulse switch is involved (which rides over 5 evenly spaced teeth on the cam). If it sounds like there's a variable amount of time between the balls it does add your impulse switch is probably dirty or barely making contact.
