I installed both new opto board and motor driver board, all faults are cleared and it boots without issue now.
Just did a polish and threw some new ninjas in and the machine proceeded to kick my ass for 2hrs.

I managed to get four of the five mushroom targets moved before the retaining clip on #5 launched itself into the nether realm. Will a generic e-clip replacement work or will I need to order a specific retaining clip?

It's not original in circuit design but has reduced power dissipation (those big blue 2W resistors are gone), LED indicators and is much more easily serviced as there are discrete transistors versus a comparator.

Check that the plunger isnt binding on the sleeve or sticking to the coil stop.
Flipper not dragging on the playfield.
Flipper bushing not cracked.
Flipper should move super smoothly.
Check and adjust the EOS switch.
Either way, most Doctor Who games need total flipper rebuild kits on all the flippers.
I would just rebuild them all.
