Depends on the country. I always lookup what tipping standards are where I am going. I'm curios about which countries you don't tip at where you were.
Some countries over there have schooling for there wait staff. Much better service than your high school kid that doesn't give a shit and still expects a tip.
Edit: ...And in the Czech Republic your glass is refilled immediately after you finish.
