What do you think? Is it someone who is completely naive as to what this is worth or a lame loser, thinking it's funny to waste people's time? I shot them an email right away with a solid offer and never heard back.

could be a miracle, but certainly sounds like someone trying to waste your time. Bought new, barely played, don't know what it cost or what it is worth.
I can post on Craigslist but can't do a quick search on Ebay, I'd rather put it on the curb 
Odd how the seller seems to know NOTHING about this machine (like when he bought it or for how much). 
It has a lock bar with a padlock on it. That is a AFM on location somewhere, or was when the pic was taken.

All the WPC 95 games came with the lockbar installed , or at least of them of them did. AFM was one of them for sure.

I have to agree with waffles.
It is really odd that nothing is remembered about the purchase.
I can understand not being able to recall the exact figure from a long time ago.
Not being able to recall when it was purchased in terms of was it 20 years ago or was it 17 is also plausible.
But not being able to recall where he got it from does not ring true.
I vote email harvester. (I hope I am wrong)
Just sent him a 5000 paypal gifted transaction hope he's legit. the dude says he's at sea why so much distrust clearly trying to save his kids some nightmares.
