    Here is an ad circa 1994 framing it as TOLERANT to keep smoking spaces in restaurants, courtesy Philip Morris Incorporated.

    Never forget for every year smoking was considered normal, the way things are, good business, heck even GOOD FOR YOU ("3 out of 4 doctors prefer this brand for the Invigorating flavor!",) there was a billion* dollar machine in advertising, campaign donations, research suppression, etc, to maximize profits and keep that the status quo.
