Yes, replace the caps as LTG suggests. This is what you need for the missing cap:

At fifteen cents each, I would go ahead and replace the two old ones and order a few extra to have on hand. Order 10 or more and they are only twelve cents each.
I have fixed switch problems on early Bally SS pins by replacing this capacitor.
