Increasing the operating voltage was an operator trick to extend the life of dieting displays. I’d say yours is toast.

If you are in N America I’d place an order with GPE. Ed has the right parts for the HV rebuild in the right configurations. Radial sand resistors vs axial. Ceramic caps vs polyester film (I think those are in the picture).
I agree with Ken...bad cap. Unless they were under rated. Need to be at least 150V, and then between 160-220 uf.
