TLDR: Make your own EHOH topper!
This topper isn't meant to look exactly like Stern's $1000 option, but it serves as a less expensive alternative.

Mount:
The top of your game is 7-in x 26-in. You can cut a custom plate or use an off-the-shelf 6-in x 24-in aluminum plate from Lowes. Drill screw holes for mounting on top of the game. Cut the aluminum channels to length (21" up front, two separate 4" for each gargoyle). These will hold and hide your LED strips. Powdercoat (or paint) the base and brackets. I powdercoated mine crinkle black, the same color as Stern. Use 3M tape (or glue) to mount the front 21" bracket. Mount the 4" brackets for the gargoyles.

Back wall:
Dremel a curve on each corner of the 6-in x 18-in aluminum plate. File any sharp edges. Glue the cobblestone pattern to the plate and cut to size. I tried double sided tape, but the cobblestone fabric didn't want to hold. Use 3M tape to mount L-brackets on the back.

Scared Stiff flasher mounts:
Use 555 Matrix light mounts from Comet. With a little Dremel work, they fit great inside the base. The top screw slides right into the hole of the 555 mount.

Lights:
Use a single 20" Matrix LED strip for the front (cool white) and green for each of the gargoyles. Use a red (or green) strip for the Deadheads in the back. In total you'll have 6 items illuminated: front strip, 2 gargoyle strips, 2 Scared Stiff flasher mounts and the Deadhead mount.

Statue:
Use whatever statue or figure you'd like. Or be creative and use something else. I was able to pick this figure up from eBay.

Putting it all together:
Mount everything with 3M tape or glue. The back wall goes in the back (duh) and the gargoyles go on each side behind the bracket holding the green light strip. Elvira goes in the middle between two Scared Stiff flasher mounts. Line the fence in between the aluminum channels. I had to dremel the fence base to accommodate the screw holes. I used black cable concealers to hide the cables

Power:
You can rig a molex connection or use the Matrix alligator clips. I used the alligator clips with the back wall GI.

Cost:
Raw materials will run you ~$100. Powdercoating and decorations are up to you and will adjust the cost. All told, my topper was ~$350 with lights, powdercoating, statue, decorations, etc. You can certainly do it cheaper, but I wanted to use only quality material with some cool throwback Scared Stiff stuff.
Finally, yes, the stock EHOH topper is better. I get it. But it's also $1000.
