The 100k resistors, R3 in this case are most likely your cuprite here. The original 1/4w resistors were not up to the current load and burn out over time. Most rebuild kits include a new bath of 100k 1/2w resistors to replace them. Replacing R3 will fix the digit. While your at it, replace R1,5,7,9,and 11 as they too will burn out.
