Does anyone know where this is supposed to be connected? Noticed it when looking around for something else in the cab of my newly aquired but not yet functional Comet.

bottom center of the head. usually a thumb screw / wing nut.

Do you mean here? Doubled up with this other one under the wing nut?

Yep, that's where it goes; that other ground isn't grounded at all without attaching your ground strap. The strap you have in your first picture is tied back to the ground in the power box, and is how the head gets its ground connection.
