The 00-90 Unit relay (FS) coil doesn't reset. You can see that on the schematic at 7E, only the M and N relays activate it.

The Advance Unit relay (KS) coil should reset at the beginning of every ball. You can see that on the schematic at 19E it resets through a switch on the Add Player Unit relay (P)

HowardR beat me to it. Here's the circuit he's is referring to:

It should take up to 4 pulses from the Motor 1A switch to get back to the "5th" position. There are probably two "5th positions" on the disc since there are 10 steps.

While looking into this issue I watched a few youtube videos of folks showing off their games with this feature not working...
