    good luck ! DMM set to diode test... 7 * 2 tests per chip... hunt for a difference!

    So black lead on a ground and red lead should read 0.7V on each leg?

    Yes. You can compare that readings from the suspect 7180 to others on the board. The bird has several of them.

    So there was one leg on U19 that had a far lower reading than all of the other legs on U19 and U20. Do we have a short? If so, should I recommend him buying a new display?

    He sent this! It could possibly be a bad ribbon cable maybe? I believe everything is hooked up okay

    Looks like you need to flip your ribbon cable over at the MPU so that the red stripe is to the right, not the left.

    He said he this is the way he has it. The bottom display works fine and the upper display is messed up

    That is correct. If pressing the segment test on the display shows all digits work correctly on the top and bottom display, either that ribbon cable is bad or the MPU. Could flip the ribbon cable at both ends to see if the results change.

    Was this machine in a known state or unknown to start? I don't recall whether we expect everything to be great and something recently changed, or is this a recent pickup, and an unknown.

    Continuity check the ribbon cable wire by wire. That's low hanging fruit to isolate. If the DMM points are not small enough, wrap a dead diode leg (clip the legs off) around the end of each probe tip.

    Need to see a picture of the MPU below the battery pack to be sure there is no battery damage to U41. Above the battery pack looks great.
