Diner Cup Flashers Not Working. Continuity between all flashers

The Diner I'm working on had an AC Relay error in test mode. All flashers were working in test but some weren't during game play. I replaced U1 and the error went away. However, now the cup flashers aren't working. Everything else seems to be working fine.

I have tested all the parts in that particular circuit and they are testing good (Q23, D40, Q2 etc). I don't seem to be getting voltage to the cup flashers during test mode but will verify again.

This is the weird part and where I could use help. I have continuity between ALL of the flashers!! I don't think this is expected but I'm not sure?
If this is not expected, I must have a short somewhere on the playfield but I wanted to check in with the experts here.

I ended up finding the issue. It was R6 on the interconnect board. Someone put the wrong value cement resistor there. They doubled up two 10 ohm resistors to make 5 ohms. The resistor is supposed to be 3 ohms. Replaced it and the cup flashers are working again.
