I will check my Diner for you when I get home and see if the top Pop Bumper activates the flashers during game play..

All three bumpers should trigger one of two sets of two flashers. The one you are talking about should activate the two flashers in the top left corner on the Cash Registar Ramp and back board of the Pf. The other two pops should activate the two flashers that are on the Diner, right ramp.
