What is the difference between the labels that are on the back bottom part of the cabinet? One has a manufacture date and one has a label that also has a manufacture date. They aren’t the same dates. Why two different dates?

Could one possibly be cabinet manufacture date? and one is the pin being completed?

I wonder if the WMS MFG Date was when it was on the production line, while the FCC compliance certification was once it was off the line and being tested/certified for RF interference
