Demo Man Not Releasing Mutli Ball

I just got my driver board back from repair and put my Demo Man back together. I just played a few games and while multi ball gets activated, lights up, multi ball music, the game is not launching multi ball. I just have one ball going. The trough is not triggered.

Prior to sending driver out this worked fine.
Repro Trough Board (was working with it)
I *did put in a questionable Rottendpg CPU.
All new ribbon cables.

Any idea where I should look first (driver or CPU)? I am guessing this is a signal issue?
