Isn't the "." supposed to ONLY be after "CREDITS 1.", and not *everything* else?

Well, it's been a long while since I've played an alphanumeric game admittedly, so I could be wrong. (So in case anyone wants to correct me!)
In your image, the 'dot' is on after JACKPOT. I was under the impression that the dot only appeared after the credit #. (i.e. "CREDITS: 1.") As soon as 'Credits 1.' was cleared from the screen, the dot, too, would disappear.
If your dot is staying there as words are animated on/off the screen, I'd wager a guess that the dot is just stuck on, the driver board may have a stuck transistor/driver for that dot.
However, again, I'm not sure - that was just my impression from many many years ago.

Go into Test mode / Menu of the game. If the dot's still there, then it's just stuck on, and an issue with the driver/board/display.
