I had a weird flipper issue with my Tommy. Ended up that the EOS switches on DE games like these are very critical to the flipper operation. If you check the fuses and still have issues, check the EOS switch.
Once I tweaked that EOS switch on the flipper, everything was back working for me.
Probably not your issue, but I thought I'd mention it.

Flipper power is created on the PPB board.
Check F5 on the PPB board.
The LEDs on the flipper board should light whether there is flipper power or not.

Bingo! I'm pretty sure this is the problem. The fuse looks fine, but I'm not getting continuity. Unfortunately, I'm out of 5A fuses. I'll pick up some at the store tomorrow. Thanks, guys!
Update:
Popped a new fuse in today, and the game is good as new. It's always nice when the fix is this simple.
One of the very small number of times that it actually is "just a fuse"...
