The F3 fuse, (1/4 amp) on the power supply board blows immediately when I fire up the machine.

1/4 amp fuse indicates it is probably used in the displays. Look for rectifier / zener diode / transistor short problem. Off hand the last DE game i fixed was a Tommy with a bad zener diode in the display power supply.
Yikes. Even high quality Japenese caps can leak. I would rebuild the entire section since caps puked on components. That stuff in caps is corrosive like batteries to some extent.
