My DE GNR right flipper starts off with decent power but loses power pretty quickly until it barely flips. I tried a flipper rebuild and that didn’t help. It occasionally stays in the up position(locked on, not stuck) as well. Any suggestions?

Quoted from Inkochnito:

Check the fuse clips on the flipper board in the cabinet.

Check the fuse clips for what? They all seem to be good. All fuses are good too. Any other suggestions out there?

Quoted from bigehrl:

if it's staying locked on, i'd narrow it down to the drive transistor or the cabinet flipper switch being gapped improperly.

It’s not really staying locked on. Just intermittent here or there for a second or so. Main problem is that it starts off with average power and gets weaker and weaker over a minute or so.
