On Data Easts they usually have ~4 flashers that flash together on the same strand and I think there is more voltage when only 1 or 2 bulbs are in so they blow. I come across this all the time in DE and Sega's. Just change them all with the game off and you shouldnt have a problem when you do flasher test next time.
