The board is resetting. Reseat the power connector and check 5v.

I would still get a reading at the power connector. Check the readings of every pin against ground to make sure it's not appear supply issue affecting other parts of the game.

Not a ROM issue. The display is out of vertical sync with the signal as the top row is displaying on the bottom. This may mean the display is not fully compatible with a Data East signal. May want to ask Stern.

He's an idiot. Burns are caused by overheating of the connectors due to high current draw by design.
