Sounds like he's missing the 5V before it even leaves the power board to the CPU....

Do you have 12V at TP3 or TP4? That will tell us really where to look.

If you don't have 12V either, then:

Check F1 and F2, the fuses to the bridge rectifier for the 12V/5V circuits.

Check for AC voltage on those fuses to make sure you're getting power from the transformer.

If you have AC voltages, then check the DC +/- at the Bridge Rectifier.
