What's the problem that you are having with the game?
the cpu will not start because missing 5v. I checked on the tp of the power board, and also there are missing 5v.

Did you check the connections on the Cpu?Did you check the fuses?Problem could be on the power supply board.
My brother in law had a power issue on that exact same game. Some clever googling pointed to a specific transistor the board. In the end, he decided to just replace the board for $80. After searching, it appeared that a lot of folks had multiple issues with the power on that game.
If the fuses are good,Check the connectors on the power supply Wiggling the large square connector, which brings power from the transformer to the power supply board.
Sounds like he's missing the 5V before it even leaves the power board to the CPU....
Do you have 12V at TP3 or TP4? That will tell us really where to look.
If you don't have 12V either, then:
Check F1 and F2, the fuses to the bridge rectifier for the 12V/5V circuits.
Check for AC voltage on those fuses to make sure you're getting power from the transformer.
If you have AC voltages, then check the DC +/- at the Bridge Rectifier.
Any signs of burnt connectors on the Power supply board?The issues with Data East majority of times is Fuse holders that fatigue and burnt connectors.Try reseating the large square connector on the power supply.Check the header pins for any signs of cold solder joints.Cap C2 (100mfd 25v) as this likes to fail too, and can shut down the game
