I just picked up a Time machine & player 3 display is completely blank just wondering where to start checking , board ? solder joints ? or is it more likely the display itself ?

Most likely display itself is broken.
Outgassed or just bad.

Using the schematic and a multimeter, check voltages. If you don't have a schematic, just compare to a working tube. Be careful, up to 200V may be present.
