Data East LW3 Not Booting Up, Power Supply Issues

Regarding a Data East Lethal Weapon 3. It went from occasionally stopping /shutting down all but GI lights during game play to then all the time. It has now progressed to making clicking noise and seldom boots up at game start. I have what could be (not sure, owned the game about 6 years) a Data East 520-5047-01 Power Supply Board . I put in a Rottendog replacement CPU about 2 years ago and it ran fine since. I am not very technical so would prefer to buy a replacement Power Supply Board rather than deal with the individual board components. The fuses are all okay.
(1) From this website and subject, I see posts about +5 Volt and +12 volts, how and where do I check or test the Power Supply to determine if it is good?
(2) If I do need a replacement Power Supply Board, what is the best option out there? I see one from Marco ($139-NoStock), K’sArcade/Rottendog ($105), Bay Area Amusements ($94-NoStock), X-Pin ($139)?
(3) Any other recommendations or advice is appreciated.

5v and 12v test points are at the top of the power supply. If 5volts is low and 12v is good, then change C2 (100Uf 25v radial electrolytic capacitor). S

If you don't fix or send out the board for repair, I would go with Xpin as they do have the better reliability of the aftermarket power supplies.

Fixing your OEM board is always the best/cheapest option.
