I am trying to work on a Data East Lethal weapon pin for a friend. First time I have ever worked on one. The game turns on but takes about 2 -3 minutes to fully come on. Once it is completely on it play fine. Is this a power supply issue?

Yes it is probably a power supply issue and a very common one. Usually the capacitors in the 5 volt circuit are bad especially C2 and others near the big aluminum heat sink.

do you recommend rebuilding it or is there someone making a new one that would be bullet proof?
