CV Shooter rod hits kicker crank and not the pinball

This is going to be a strange question. My shooter rod is not long enough for the rubber tip to touch the ball in the shooter lane. It appears my shooter rod hits the kicker crank and the kicker crank is what hits the ball. Is this supposed to be like this? My shooter rod is the one with the silver marble looking plastic ball and I think there was only 1 rod length made like this. I'm assuming the kicker crank should only hit the ball when it auto-fires, not when you manually plunge the ball. I'm confused and want to get this sorted out. Thanks for any help.

My apologies. LOL. You can tell this was not a priority.

I just completely rebuilt the plunger with the following new parts.

Silver Marble looking shooter rod
shooter rod spring
shooter housing
shooter sleeve
correct power spring (green)
correct washers and mounting screws
retainer ring
ball shooter tip

The center of the rod is not lining up with the center of the ball in the shooter lane. (see picture).

Originally there was ground braid stapled to the cabinet right where you mount the mounting bracket. Just to make sure this was not causing a problem I relocated the braid and now the entire mounting bracket sits flush with the cabinet. Just to mention the kicker crank is not lined up with the lane because it's not mounted right now. The only option I see is to dremel the left edge of the hole in the cabinet to be able to move the shooter rod over a bit. Anyone ever experience this? Thanks for help in advance!
