I am having similar issues with my CV. Neon works if you attach 12 volts to it. Neon sometimes works when game powers up and sometimes not. I thought it might be a cold solder joint as the J110-1 connector is a little discolored so I took board off and reflowed solder around connector. Still does not work. By process of elimination I believe it is true U3 chip. I have not gotten around to replacing.
