Try hitting the left flipper once plugged in to turn on the lights.

For the motor spinning - the game goes through a reset sequence when a coin is dropped or a credit is played. The motor helps accomplish repetitive tasks such as resetting the score reels, clearing the playfield or resetting the big trip bank of relays behind the motor.

Something that it expects to happen is not happening. Most likely having to do with zeroing the score reels.

Looks like left flipper doesn't turn on lamps on that game.

For the reel - you should take apart the reel and clean it. Something is causing it to bind.

Bally reels are pretty easy to clean. Typically three screws let you take off the plastic reel. Basically, remove any grease or funky stuff in there and reassemble. Check the positions of the switches on each number against their neighbor. You know the stuck one is messed up, so I'd start by checking those switches.

Also make sure that you can move the reel by hand by pushing the coil plunger -- do not turn the reel wheel by hand as it will break the pawl that drives it.
