The 0-9 unit wiper goes around continuously so it shouldn’t matter where it goes when it is re installed but it should land on a rivet every time it moves. It shouldn’t stay lit and should only light at game over. Are you sure that the wiper is moving around first of all. Do you hear the bell ring when it scores single points.
