    They do the same thing in Pittsburgh. Something lame like 6-8. Nuts to that ! When I grew up it was 5 to when ever lights went off in houses. Here is an Arial shot of the neighborhood I grew up in. Each rectangle is a house 64 in total per block. Just in the area we visited there were 8 blocks. We filled up pillow cases at least 3 times (sometimes 4). Despite being Philly, I can say I was completely razor blade and battery-filled candy free all years I went out!
