CPU won't boot (WPC-S)

My CPU (WPC-S) won't boot. All cables to the CPU board are removed except J210, which is the power from the driver board.
D19 is on.
D20 is off.
D21 is on.

Voltage measurements:
TP2 5.02V
C31 4.98V
D1 4.98V positive side, 4.77V negative side.
U21 pin 14 4.77V
U8 (RAM) pin 28 4.77V
U25 (Game ROM) pin 32 4.98V

Anyone knows where to start troubleshooting?

It's an old board that was working and now doesn't.

The background story is it had resetting problems so I reseated J210, and it worked fine after that.
Later I took the board out to relocate the battery box and when I put the board back in it booted up but didn't fire solenoids and lights. I reseated the ribbon cable to the power board and after that it doesn't boot anymore.

I reseated the ASIC chip and the game now boots up. Thanks PinballManiac40 for the help!
