CPU won't boot (WPC-S)

My CPU (WPC-S) won't boot. All cables to the CPU board are removed except J210, which is the power from the driver board.
D19 is on.
D20 is off.
D21 is on.

Voltage measurements:
TP2 5.02V
C31 4.98V
D1 4.98V positive side, 4.77V negative side.
U21 pin 14 4.77V
U8 (RAM) pin 28 4.77V
U25 (Game ROM) pin 32 4.98V

Anyone knows where to start troubleshooting?

Try reseating the CPU chip 6809 and the game ROM.

Is this a new board that has had any chips transferred or a board that was working that now doesn't?

It's an old board that was working and now doesn't.

The background story is it had resetting problems so I reseated J210, and it worked fine after that.
Later I took the board out to relocate the battery box and when I put the board back in it booted up but didn't fire solenoids and lights. I reseated the ribbon cable to the power board and after that it doesn't boot anymore.

Try pushing on the U9 ASIC chip.

I tried a gentle tap on the ASIC but nothing happened.

I actually mean push down on the ASIC chip with the power off to make sure it is seated in thr socket. Actually it it is best if the board is laying flat on a table when you do this.

I reseated the ASIC chip and the game now boots up. Thanks PinballManiac40 for the help!
